Perle is a very prominent NeoCon and the NeoCons oppose the treaty. Scowcroft is a very prominent Realist and the Realists support the treaty.

Its just like it was in the GHW Bush administration when the first START Treaty came to be.

All the NeoCons, including Perle, were there in the Defense Dept under Cheney opposing the treaty.

The Realists, including Baker at State, Scowcroft as NSA, Gates as Scowcroft's deputy, Condi Rice as Scowcroft's protege', Powell as joint chief, all supporting the treaty.
