This is the same old stale drivel you always hear from liberal scumbags who want to sound as if they are spewing words of wisdom. The soundbite is, of course, completely meaningless, yet there are always a few morons who buy it.

California's regular, working, taxpaying traditional American families simply want government out of their faces, out of their wallets, and out of their way. Fix the roads and lock up the scum.

On the other hand, California's atheists, pinky-ring union thugs, welfare grandmothers, abortion enthusiasts, condom-throwers, Boy Scout-hating lesbians, hand-wringing college professors, Hollywood drunks, minority "victim" class, and the rest of the America-hating parasites, losers, and goofballs who comprise the Democrat party “base” only want more and more "free stuff".

Obviously, lumping all Californians together and then declaring that, “Californians have to assume more responsibility for deciding what they want government to do and how much they’re willing to pay for public services” is exactly the kind of thing only a weasel like Lockyer could do with a straight face.

Do you know where that picture was taken?

Looks like it came from KFI radio in LA, but likely is not taken in California, as it is too logical. My Guess: Texas maybe or elsewhere in the south.
