Pessimistically, that would be two steps away. The intermediate step would be to gather the information during any gun related interaction between any law enforcement agent and any law abiding gun owning citizen, such as a speeding ticket given while legally transporting a gun in a car, restraining order, armed security guard license, etc.

The step after the retroactive registration is, of course, confiscation.

Anybody who thinks that database just "disappeared" when Ashcroft $hitcanned FIST is just dreaming.

Our gun dealer told us the other day he's heard all rifles, not just new sales, will have to be nationally registered with a $50 fee just to pour salt in the wound. We have a lot of rifles. Unbelievable.
