1 mistakes. First the dog needed to be in a fenced yard, leashed, or restrained in some sure way,, or in the house. Dogs running off porches and defending their territory is not a good idea.

It's a very GOOD idea - it alerts homeowners to someone approaching and gives warning to said person approaching (This can save a lots of lives, deterring perps intent on no good . But in this case, being a golden, although the advantage of alerting home occupants, it was probably just greeting him.

Once more: The dog WAS CONTAINED with an electronic fence - which should have registered with the officer. If he couldn't see that cumbersome control collar and/or know what it was, he's too wimpy to be lose in public with a gun.

The yards are quite large. The officer probably didn't see the collar. Worse, if the covenants don't allow FENCES they don't allow SIGNS.

I doubt the homeowner had a sign in place at a height anyone could read.

Do you imagine they have irrigation systems for their shrubs?

Yep. Provides a few seconds for those who don't keep their shotguns loaded to get their acts together.

There was a great dog (Sir Galahad) that jumped the fence and walked all around a fairly large area of the neighborhood, including crossing a busy street.. He looked much like a collie German shepherd mix. He was well behaved and friendly. He had one of these shocking collars on. It appeared his long hair was interfering with the effectiveness of it. The owner said the system cost $300.00. They could not keep him inside the yard: finally added fencing to make it about 19 feet high.

The collars only work when you get close to the line and/if when the dog jumps over it ... voila then there are no shocks going on.

Big dogs can be real scary to people that are not knowledgeable about dogs.

This particular incident was sad and unnecessary. Dogs can not be left to run free without the owner being with them. There are businesses that use dogs as night guards at their businesses. MO.
