How is it possible mailmen are able to protect themselves on a daily basis against dogs without shooting them in neighborhoods full of people and kids?

Instead of shooting weapons at family dogs, in neighborhoods full of kids and old ladies would it not make more sense for law enforcement to use pepper spay and mase like the mailman does?
