Invisible Fence will definately stop the dog. It is basically electro shock, they stop.
The question isn’t whether it will stop the dog ... the question is whether the dog was clearly restrained from the perspective of the cop. If the restraints are invisible, it is reasonable for the cop to react as if the dog was not restrained.
