For the Parliamentarians and Legislative Scholars out there —
This bill, in its final form was passed by the House AS PART OF the Omnibus Spending Bill, which was subsequently defeated in its entirety....
How can the Senate now peel this part away from the Omnibus Spending Bill, and pass it as a stand-alone, if it was never passed by the House as a stand-alone??
Something stinks here - even more than the customary DC Stench....
IOW it did not initiate in the House as the Big C requires?
How can this be squared with the admonished ‘Victory gardens’?
In 60 years we went from plant your own gardens to free up food for our war effort, to plant at your own risk of being arrested?
We can no longer ‘work within the system’. It’s tme for the alternative.
They didn’t “pass it” — that’s just sloppy headlining.
They added it as an amendment to the short-term continuing resolution that came over from the house.
It now goes back to the house, where you can presume the House will agree to it, since the house also passed the food safety bills a couple of times by large majorities.
Remember, the only reason the food bill isn’t already law is because Reid screwed up and passed it on his own bill rather than attaching it to a house bill.
Rules are only for the little people.
