Yes it is (the business behind is now a capitalist Taco Del Mar), but that's not even half the story. Skipping over how it got to where it is (I'm sure that part's online) is how the locals treat it (and that's not online).
I'm not out there very often, mainly because I hate going into Seattle at all (though there's a terrific music instrument store and a great Greek restaurant in this district) but the locals aren't exactly treating it with reverence. One visit there were a pair of yellow rubber duckies on the statue -- on at its feet, the other on the cap brim. Another had months-old now-brown garlands festooning the cap.
There's a bit of history behind and presented in that statue (the "stuff" to his left symbolize flames and/or guns). It speaks a lot about the Soviet Union, and IMHO should be preserved in a museum somewhere. Maybe alongside some exhibits of the Third Reich.
