Roman Soldiers were also given ultimate control and authority over the lower population. They could execute someone for jaywalking without a trial or hearing. It was also a fact that they were the highest paid and they received many rights and privileges that the general population did not. Its a mystery, sources from the period are all-over the place; we do not know how those people really behaved. All I know is that some libertarians use these situations as an example of how Jesus loves the sinner and hates the sin. They use that to allow anything to go.
