I heard McConnell give the excuse that his earmark had been promised long before he agreed to stop earmarks. I think it’s a pretty lame excuse. (As in lame-duck) Maybe these guys need some kind of Ten Step program like alcoholics have to break the addiction!

This is exactly my question.
We usually get some comic book level twisted explanation of why things like this really don’t violate the requirement for spending bills to originate in the House, but now we don’t even get that.

Maybe I’m wrong but I thought it did originate in the House and when it went to the Senate they made changes in it, as they have the right to do, before it goes before a Conference committee for reconciliation and a final bill.

The article reads as if the bill is originating in the Senate. It's been done many times before disregarding The Constitution.
