I believe the movie is set in the late 30’s/early 40’s shortly after the Wizard of Oz was released. That is probably the tie-in.

I'm still trying to figure out what kind of town has Wizard of Oz characters in its Christmas parade.A town that's set in an MGM picture in the early 40's. (The Wizard of Oz was released in 1939.) I thought it hilarious when Ralphie says, "Hey, Mickey!" and the Wizard's cast boot him out of the parade.
