I'm still trying to figure out what kind of town has Wizard of Oz characters in its Christmas parade.

I believe the movie is set in the late 30’s/early 40’s shortly after the Wizard of Oz was released. That is probably the tie-in.

I'm still trying to figure out what kind of town has Wizard of Oz characters in its Christmas parade.

A town that's set in an MGM picture in the early 40's. (The Wizard of Oz was released in 1939.) I thought it hilarious when Ralphie says, "Hey, Mickey!" and the Wizard's cast boot him out of the parade.
