However I don’t understand him putting Clinton in charge. He can’t be President again.The 22nd amendment says, I believe, that he can't be elected again, but he can serve ten years total. Someone set me straight if I have that wrong.

Even if he could serve another two years, Obama cannot just appoint him president. His only option is to resign and then we get Biden.
