How do we know whether CA is doctoring the figures to get federal funding for students counts?

Trust me, if you ever get out and around our population you would realize they are not fudging these numbers.

All CA school districts have done this for years, it's taken for granted.

Government schools are a disaster and there never will be any improvement.
