You are right about stalling other legislation, and I agree with you on that being a positive.

Stalling DADT and the Dream act will kill them. They’ll not pass the House the next session.

DADT, though, could be imposed by the courts. If it gets to the Scotus, it will fail, but the Obama justice department will not push it to Scotus level.

We were told point blank earlier this year that congress has LIMITLESS powers, so according to that the courts can't overturn a law congress has passed.
