You gotta be kidding me. What would be the fine if she dropped it on the ground?

She should countersue for entrapment ... a convenient receptacle enticing a good citizen to dispose of trash with an agent lurking ready to pounce.

I hope she can get a jury trial.

She should have just dropped it on the ground. That would have made it litter and she could have picked it up again and disposed of it legally! Sheesh

A jury of New Yorkers would find her guilty. They almost all think like that there.
