You are correct. Net-Neutrality in it’s present form would do that. I”m not advocating that. I said in a earlier post that it needs to be enacted in SOME way. Not anyway that allows the government to regulate content, only that ISPs can’t interfere with the neutral nature of the internet.
What you describe is the bad outcome of the proposed legislation. What I describe is the outcome with doing nothing. There has to be a way such that both of these concerns are met. That is what I am asking for.

- Providers shall not block lawful content, applications, or services, or prohibit the use of non-harmful devices, subject to reasonable network management.
- Providers shall not unjustly or unreasonably discriminate in transmitting lawful traffic over a consumer’s wireline broadband Internet access service (reasonable network management allowed).
- Providers shall disclose accurate and relevant information in plain language regarding the price, performance, and network management practices (publishing trade secrets or security info not required).
Who here has a problem with that concept?
