Whats your guess? I think they are working under the delusion that God created only the Earth rather than the whole Universe and all of its contents. For religious people, I think there is a lot of misinterpretation and extrapolation of Scripture that really doesn't apply to the topic of ETs.
Non religious people mistake the theory of the upper speed limit for light to equal to the notion that nothing else can travel faster than light. It is easy to overlook the fact that we're only about 100 years into our higher technologies. They are mislead by the pride in what has transpired in the last 100 years, but not mindful of how much is yet unknown.
The social preparations for the NWO were carefully made and skillfully executed. Most people are suckers for the Nanny State, even if they don't think so. Really stanch patriots of the "love it or leave it" variety are just as dangerous as the Sheeple since that brand of patriotism is just nationalism rather than careful adherence to our Founding Principles.
I think most people are just naive.

Your comment on the speed limit is interesting. It is our primitive concept of dimesnion Time which causes this mental barrier, that information transmission can only reach close to the speed of light. If time were only a linear phenomenon, then such a limit would be fianl. But dimension Time is more a volume, so there is the distinct possibility that gravity--for instance--may transmit information without the speed limit barrier of photon travel limitations. But then the standard model of particle exchange would need an overhaul, to be supplanted by 'field theory'. Other where/when realms do exist that we haven't much of a clue regarding, but are strongly hinted in scriptures like the fifth chapter of Daniel and the post resurrection appearance/disappearances of Jesus, as well as many many other scenes in the Tanakh and New Testament.
