That formation is called a circumhorizontal arc. Heres a couple of pics I shot from my yard four years ago. Didn't have an earthquake though :-)

I saw clouds as this just two weeks ago coming out of the supermarket...couple others also noted...very neat!

Looks like Northern Lights, cannot spell Aurora borelias...I have seen red Aurora borelias when I was on the farm...beautiful. Son came in from a date and said mom you just have to see this....never saw that color before..It would fade in and out and move in the sky. Not stationary..like a living thing...
