That’s a big caveat you’ve got there, as long as lives aren’t at risk. Furthermore, while I can see your point, sometimes discretion keeps bad things from happening without necessarily leading to corruption. As an example, suppose the the Pakistani government is actually trying to keep a lid on extremists, but would lose popular support and possibly be toppled if active cooperation with the US were disclosed. Then you have extremists with nukes - with no American lives lost in the immediate process, it’s a domestic affair. But many jeopardized subsequently.

I just saw a piece which showed the docs called Kim Jong Il a “flabby old chap”. LOL!
