My guess would be that Maurice Hinchley’s convoluted district is one to go. I don’t know about the other.

yes, Maurice Hinchley lives a few minutes away from Freshman GOPer Chris Gibson NY-20. Right across the river. They could easily find themselves in the same district.

I wonder if perhaps Owens has already been told that he is the odd man out. And that he will be put into NY-20 vs. Gibson. He is bound to lose Watertown because the districts near BUFF-ROCH that have lost population, these are the districts that will get geographically larger. And gobble up Ithaca from Hinchley and Watertown from Owens. Anybody who lives at the far end of their district is an easy target to have their district radically changed.
