I’m not sure how the web-facing part of PR is architected, but if it is load balanced I would say one of the back-end webservers or webserver processes is snafu. Something working has to return the 503, a not-working server would just hang.

Usually we have whatever generates the response include a header in order to help diagnose the problem. Logging is not always successful....
