How fast-track scheduling and low-cost, low energy consumption building materials contributed to a tragic apartment building fire
(Shanghai) - The Shanghai apartment tower gutted by a deadly fire in November was just one of many high-rises in the city and across China targeted for energy-saving renovations this year.
The well-intentioned goal was resource conservation. But two aspects of the execution a government push for speedy results and a contractor's choice of a low-budget, flammable building material called PU foam contributed to the tragedy.
The building was being renovated to help the local government contribute to a 11th Five-year Plan goal: Cut China's energy consumption per unit ofGDPby about 20 percent. The central government stressed that target last May, putting pressure on cities such as Shanghai to complete renovations by the plan's last day December 31.
The May announcement was followed by rolling blackouts in some areas as ministries and local governments sought to reach energy targets. Special emphasis was put on energy conservation in buildings nationwide.
The Ministry of Housing and Urban-Rural Development (MOHURD) pressed local governments to quickly complete building efficiency tasks. In May, for example, MOHURD called for 95 percent of new buildings in cities and towns to meet energy standards by year's end.

And are there any tires not made in China?
