Kinda looks like it and the last line of the editorial kinda says it all:

The worst the Cancun conferees will have to deal with is the threat of being kidnapped by heavily armed gangs of drug dealers.

This is how they end up inventing cockamamie schemes; they get bored with the partying and realize they need to DO something before they go home. So, they go into a fenzy of trying to sound smart and concerned until someone with a personal interest like carbon trading or EV charging stations comes up to "help" with some ideas.

Intelligent consumers are more worried about rising heating bills than “globull warming” if these climate scammers pass Cap and Tax. The vultures at the UN lust for the authority to tax US citizens for this hoax. That tax would be eternal and would certainly make us a vassal state to the internationalists who see us as hosts for their parasitism.

Much more to go. We are about to have all of that garbage imposed on us anyway by executive orders and regulatory edicts.

Same thing as when several countries (via national referendum) in Europe rejected joining the EU/Euro. Their corrupt rulers simply said oops, now it's a treaty and we don't need the people's approval to sign that.

Obama and the left would prefer using legislation to do these things since it allows them to claim popular support. But they will go right ahead and use the EPA and executive orders to impose their will on us anyway.

Obama right now is signing these things and saying "So, just what are you going to do about?"

And just what are we going to do?

By using the EPA to push this stuff down our throats, like it or not, Obama is declaring war on the American people.

I pray that a republican congress can play his game, but nastier and more viscous. As Obama recently stated “this means hand to hand combat”

Here is one interpretation (mine) of that particular statement. I think he is saying he can ram all of this down our throats one way or the other and that short of actual rebellion (hand to hand combat) we are SOL. He is daring us to capitulate or revolt.
