What the hell is meant by this? This sounds like a damn democrat talking. If you give them less of it? WTF?

I think he means that govt agencies manage resources better when faced with limited budgets. When their appropriations grow year after year (as is typical), they think nothing of wasting taxpayer money.

McDonnell came into office and promptly dealt with a multi-billion dollar deficit. I remember reading his list of cuts: six pages, single spaced. Warmed the cockles of my jaded heart.

Pretty simple.

Necessity is the mother of invention.

If you don’t have the money to spend, you have to find another way to get what you need to get done. It might mean learning how to do it yourself.

The end result is that even though it was a harder road, you learned something along the way that makes you better prepared in the future.
