This already happened: proposition 185. It was approved overwhelmingly by the voters but the courts shut it down.

That's why its a shame that [commie] Kamala Harris squeaked through and won the Attorney General race. This proposition could win. The opponents of our National Sovereignty will shop around for one of the many leftist activist Judges (there always seem to be an infinite supply of these characters), the Judge will rule against the Proposition based on some contrived 'living Constitution' interpretation, and the State Attorney General will not take the side of the voting Public and let the Judge's ruling stand... Just like 187.
Nonetheless, I hope this proposition makes the ballot.
