Problem is without a serious reprisal by the ROK the intervals between these acts is going to grow shorter and the incidents themselves more violent, until it gets to a point that the ROK has no choice but to respond
Unfortunately, it is my personal feeling that it will get to that before 2012. We will allow NK regime to miscalculate. Not just internationally, but domestic situation in SK is not good in that regard
I am afraid it will all coalesce into a situation ideal for Kim Junior's miscalculation.
