Dogs do this because:
1. Because they are elderly and cannot hold it as long
2. Something they eat makes them have to go more. Salty maybe
3. They are ill: Maybe a bladder or kidney infection, or as in my dog’s case, Cushings.
4. The dog likes attention and gets it in spades when he/she gets master up in the middle of the night.
5. Are you sure they are peeing? Maybe there’s something out there.
Had one of those laser pens. The cat would go nuts. The dog would just smile.
PBS had a special on a week or so ago that focused on man's imprint on domesticated animals, and the profound physiological/anatomical changes animals will undergo when they are selected (bred) for passive or aggressive dispositions.
There's an ongoing Russian experiment that deals with domesticated foxes. Only after a few generations, the foxes' tails would curl, their coat's would change color, and their legs would shorten, all as a result of selecting the more passive subjects for breeding. It was quite remarkable.
Hardly, my cats have 24/7 food, water, and access to the outdoors, and they choose sit in my lap much of the time, sometimes all three of them at once. The 20 pound Maine Coon is a bit too much to bear though.
Also, there are no viking puppies, zotting is just too much for a dog to handle.
I just mentioned to another poster this recent PBS special on animals. They covered this very topic. They illustrated that in dogs are unique in this "pointing" achievement. So far, they have only found dogs capable of reading a "point" in this manner. Chimps can't do this - not even close. In fact, they demonstrated that many dog breeds are so keenly aware of human cues, that if we only look at something (with our eyes only, stationary head), the dogs can read that just as easily as a "point", and they will investigate whatever it is we're looking at.
Out of the four cat residents only one pays any attention to the laser pen (and she is admitedly VERY strange). The other three ignore it completely. Not a good example.

The new dog does that - shudder!!! Had to put a loop latch on the laundry room door so that cats can have access but the dog not.
One of our two cats sits on my keyboard or directly on my laptop, all the time. I'm convinced it does it just to aggravate me.

There is a potty station now available for dogs. It is about a 2 or 3 ft patch of fake grass in a box. I am not sure what is under the grass but a puppy can be trained to use it. A male dog might be at a disadvantage when he lifted his leg but girls dogs would have no problem.

Just for future reference, should your life take a bizarre turn, squirrels cannot be potty trained.
Sadly, “Laika” (the namesake of one of our dogs) did not.
