Mexican criminals come to the United States to pick the low haning fruit. Also in Mexico sexual predators (especially child molestors) sometimes do not make it to the jail in one piece.
You all may be right, but when I do an internet search, that does not seem to be the consensus. Now, the families may take care of it, but the complaint by women seems to be that it is an ignored crime.
