From the article:

"Dorothy Brown, clerk of the Cook County (Ill.) Circuit Court, outlined how she has organized expungement summits across the state line."

It would seem they are still in the planning stage, unless I am misreading something. My understanding is that the "summit" cannot enact the practice unilaterally.
