there is absolutely no fix for that sh!thole possible as long as hatians live there...
it was a sh!thole before and simply rebuilding it wouldn't change their government/mindset/lifestyle/culture so it would be right back to what it was in no time, a sh!thole...
the simple proof is next door in the D.R. same island, no problems

Cholera is actually an easy to treat, self limited illness. It can be treated for pennies a day with oral replacement therapy. 4 teaspoons of sugar, 1 teaspoon of salt, 500 ml purified water. Drink as much as it takes to keep the pulse below 90.
It can be prevented with soap, and clean water.
