No, he actually said it in a speech in Arkansas, in 2000, I think. In my opinion, it was a normal mistake anyone could make when speaking off-the-cuff and improvising. It's a conflation of "misunderstood" and "underestimated", or perhaps "misjudged" and "underestimated".
Unlike some on here, I don't think Obama's gaffes are a sign that he's an idiot, I just resent the double-standard that the press has used in ignoring Obama's gaffes and highlighting Bush's and Palin's.
