When test after test all shows the same thing, it’s time to start thinking about what the tests show.

No, no, no. Ignore and hide the decline by dumbing the tests down so the ignorant appear to be improving.
After all, it’s much more important that our students “feel good about themselves” rather than be able to read, write clearly, and do math.
