Not likely at all. Pentagon would know all about it, and the notices would be sent to other countries ahead of time. Obama doesn’t need secrecy or excuses for a training or a test launch. Besides, the “message” that has been sent is not very good for the USA.
IMO there are only two plausible options. First, it was a legitimate but poorly planned test launch from a US submarine. Second, it was an act of war by some foreign power (probably not China or Russia - with their ICBMs they don’t need such cheap tricks.) Without knowing more, a miscommunication within the US Navy seems to be more likely.

this was either a test launch goof up or an act of war that is being downplayed by the government.
My money is on the CHICOMS. The message being, you are operating off our coast, we are off yours, (or Up Yours).

One question: If it WAS an ‘act of war’, wouldn’t the ‘other side’ WANT us to know it was done as such? Why leave us scratching our heads?
Unless of course it was meant to go in an entirely DIFFERENT direction and this was a monumental FUBAR on THEIR end?
