The only accountability the UN has is to its dependency on member state contributions. Allowing them an independent source of income would the greatest disaster that mankind has ever seen. The creation of the federal income tax is what caused the US federal government to grow to its current size.
If the UN gets an independent source of income, expect the next stage to be the UN getting its own armed forces to impose its will.
