Given the “separation of Church and State” - on what basis can The State dictate what may (or, may not) be done at a church, such as CCW? I guess the policy is hands-off, except when it isn’t.

Given the separation of Church and State - on what basis can The State dictate what may (or, may not) be done at a church, such as CCW? I guess the policy is hands-off, except when it isnt. The head of the local church may authorize carrying in his church. Doing so may give him problems with his liability insurance company.
