I've posted this message to you before and each time you decide that FR should be run just with donations, BUT, it would make your life simpler and ours easier if you just charged a very nominal annual posting fee ... $20 and run the money bomb only if required.
With the volume of FReepers a small annual fee may even eliminate need for other donations.
In addition, those of us that do donate will know that every other poster put something of value into the FR bucket, not just their invaluable opinion.
