It could be done as "a house rule" to restore dignity to the House.
I would love to see and hear the debates around this. Announce it two weeks before the SOTU, to get the excitement built up with the talk shows. I predict Goof ball would have to have a simplified SOTU like defensive football teams have to do when they realize their players are too dumb to pick up the playbooks. :-)
Obama’d just change the venue to get around the House’s rule. But, it would be fun to force him into that situation.
