Utah definitely gains a seat (it should have gained one last time, but the Census Bureau (i) didn’t count Mormon missionaries temporarily out of the country as residents of their home state (while overseas military and government personnel are counted as residents of their “home state” for purposes of reapportionment) and (ii) used “hot-deck imputation” to estimate how many people live in apartments or houses where no one ever answered and where not even the neighbors knew who lived there, so NC got the 435th seat); I agree with you that the GOP has pretty much given up on trying to beat Matheson and will likely draw a safe SLC district for him that would have been carried by 20% or more by Obama (who actually carried Salt Lake County) and that probably was narrowly carried by Gore. Trying to beat Matheson through redistricting didn’t work in 2002 and it would require splitting SLC into four separate districts (so every district in the state has around 1/4 of the county).
What’s the deal with the NY state senate?

Well it’s happened. Costa is now up and declares victory for the glory of socialism.
I reiterate, had Vidak’s surname ended in an L instead of a K he would have won. It was such a close race, I don’t see how having a Spanish surname in that Hispanic-majority district would not have gotten him an extra 1% of the vote and the victory.
