I read it but there is nothing in it that would substantiate Kunkle’s claims in his letter to the editor.

No it isn’t. You can carry in Hillsdale County court houses if you have the legal right to carry in the state.
I checked up on Hillsdale county, MI and found an article that would suggest you’re right. Then I found a follow up written by Judge Michael R. Smith. You can read it here:
