Yes, and notice the geography, VA, MN, and AZ, East, Center West. So a good “thriller novel” explanation is he is evacuating with sufficient command and control apparatus to manage an existential threat to the US, and spreading the AGs out means one or two of them will probably be able to function no matter how big the event.
But cooler heads (i.e., those not wearing tin foil hats) would probably see this as prep for trouble with Holder, as new Black Panther investigations are doubtless coming to a “DOJ near you,” Mr. President.
Bush had that done before he left office in 2008.
