Only if the Pres and VP both become incapacitated at the same time. If only the Pres goes down then the VP goes to Pres and appoints a new VP, same if the VP goes down the Pres appoints a new VP. The only time a speaker would ever take control is in the very unlikely event both the President and VP die or become incapacitated at the same time.
True. If I remember correctly, though, the new VP would have to be confirmed by the Senate. If that didn’t happen in a timely fashion, Pelousy could still have time to arrange an accident for Plugs.
