I'm seeing that the rally does have porta potties now. Not sure how true it is but some sites say the National Park Service is providing them.

Originally the planners of the Marine Corps Marathon ( happening on Sunday ) reserved enough porta potties in advance for their event like anybody else running something would. The leftists decided they could wait until the last moment and the world would bow to them like usual. There were no portas available as the Marines and other events elsewhere had already reserved all in the area. The left then decided to make the Marines the bad guys in this to cover their own short sightedness and stupidity.

If you are in a public place you have no right to prohibit any filming or recording.

The National Mall is a public place.

Yankee Stadium is a private business facility and they can exercise some control over filming and distribution of the product. But a public mall - no way.
