The author of the article seems to mis-state what is happening. It is not absentee ballots that are being gathered, but APPLICATIONS for absentee ballots.

The interceptors might falsify some of the information on the applications and then submit them, arranging to receive the ballots themselves. Or they might simply destroy them, with the intention of having people show up at the polls to cast votes for people who are probably not in town.

The whole thing represents a conspiracy to tamper with the vote and should draw long prison sentences for the perpetrators.

And, lastly, according to www.imdb.com, the character in the movie Casablanca is Captain "Renault", not "Rene".
