High moral behavior something I agree on. So why don't we exclude all persons from the military with bad credit, bad job history, divorces, are behind on child support, who show disrespect to their parents, and who commit adultery.
So that leaves about a few thousand persons from each state to serve in the military.
Sorry, but the human condition is a lot less than perfect. I like the goal however.

The military should be allowed to establish their high moral behaviour, it should not be subject to politicians. Yes someone has to make the decisions. Historically it has been the local communities.
I would rather raise the bar rather than lower it. Sounds like you are ok with lowering so that all can pass the test.
