To: Beaten Valve
The TSA has strict rules for "Known Shippers" sending out packages abaord airlines that originate here in the US, but not so much for shipments that originate outside of the US.

Those mostly apply to packages shipped on board commercial *passenger* aircraft, not cargo-only aircraft.

All-cargo carriers also have their own security plans, however, the TSA cannot control what's coming inbound to the USA aborad those planes.

This is their worst nightmare coming true...
