This is nothing new.
ACORN types handed out free packs of Marlboros to street bums in Milwaukee in past elections.
They registered and voted absentee on the spot.

In Mexico this is the main bait to get people to vote, and it is fiercely watched during elections, it is illegal to buy votes with food.
