I get what you're saying, but try telling it to the unsuspecting person who contracts HIV innocently through a transfusion.
There is no reason to be exposed even to this small risk. Homosexuals and others who engage in high-risk behaviors MUST not donate, on the threat of being tried for a serious crime. There is no reason whatsoever for us to listen to their demands that they be allowed to donate.

BTW, the chart in Figure 2 of the Editorial Note section indicates 6 cases from 1998 through 2008, but those are ones we know of. Medical situations where donated blood products are needed are often of traumatic situations where the patient doesn't survive, and the presence of contaminated blood goes undetected.
