Former FSU football player may be caned in Singapore for overstaying visa

SINGAPORE (AP) -- A former Florida State University football player may become the first American in 16 years to be caned in Singapore after he overstayed his visa, his lawyer said Thursday.

Kamari Charlton, who was a reserve tight end for Florida State from 1992 to 1996, was arrested Sept. 1 when he attempted to leave the city-state 169 days after his 90-day social visit pass expired, attorney M. Ravi said.

Charlton, who was born in the Bahamas and owns a construction company there, was in Singapore while his wife received medical care for pregnancy complications, Ravi said. It was not clear why Charlton and his wife chose Singapore for medical treatment.

Earlier this year, Oliver Fricker of Switzerland was sentenced to five months in jail and three cane strokes for breaking into a train depot with an accomplice and spray painting subway cars.

Now I really wish we could do that here, I hate graffiti.

You need a visa from Singapore.

Travelers to the region should note that Singapore and some neighboring countries do not allow U.S. citizens to enter with fewer than six months of validity remaining on their passport. U.S. citizens do not need a visa if their visit is for business or social purposes, and their stay is for 90 days or less. Well, before 9/11 I never needed a Visa. Haven’t been back in a while, maybe that has changed.

His crime was staying in the country too long. He tries to correct that mistake by leaving the country... and they prevent him from leaving so they can cane him. Seems a bit ludicrous to me.

What is ludicrous? That they enforce their visa requirements?

Beautiful and welcoming city, and I do not normally like big cities. Very expensive to live there.

His crime was staying in the country too long. He tries to correct that mistake by leaving the country... and they prevent him from leaving so they can cane him. Seems a bit ludicrous to me.

His crime was not paying the taxes on time. He tries to correct that mistake by writing a check ...and the prevent him from paying it so they can fine him.

I always say people should know and respect the laws of the nations they go to. When I was in the US I never even got a parkng ticket. When I am in Dubai I am very cognizant of their laws on debt and presence of debtors jails. When I am in Mauritius I know what the penalties on having drugs are. When in Singapore I know better than to litter. Some countries have laws that may seem draconian, but when in Rome ....! I do feel for him, because when they say 'caning' they mean a whipping with a thin flexible stick that cuts skin VERY easily. However, when travelling one needs to be very cognizant of local laws. I've seen silly tourists do things, particularly in Asia, that are just dumb. Just because smoking weed, or tossing used chewing gum, or graffiti, or overstaying visas, is ok Stateside doesn't mean it is kosher in other places. He's fortunate he wasn't jailed

I doubt he'll actually be caned - probably just fined and deported. Notice that it was his lawyer who made the caning reference, no doubt to gin up American media attention. Singapore's laws may seem harsh, but they are actually pretty good at identifying the real bad guys before doling out punishment - unlike the USA these days.

Except, in most cases, if you voluntary self-correct your failure to pay taxes before the Revenuers come after you, they’re a lot more willing to be lenient in the punishment they can inflict on you. Also, they wouldn’t prevent you from paying the amount due even if they assessed an additional fine. Since when did a tax collector refuse to accept money from anyone?

It just seems that the punishment doesn’t fit the crime in this case. If his crime was staying in country, the obvious corrective action is to make him leave the country, which is what he was trying to do, before they prevented him. If we catch an illegal at the border who is trying to self-deport back to Mexico, should we take him to jail until we can deport him or just let him go?

No, it just seems ludicrous that when he tried to comply with the visa requirements, they decided that wasn’t good enough, and that a good caning was in order.

He didn't try to comply. He was 169 days over his visa expiration.

Uh ..

I know. The FSU player stayed 169 DAYS past his visa’s expiration. That is a criminal offense there. Hence: Criminole.
