Not too sure this is the worst evil. Keep in mind that Zambia was a country where up until the late 1980s there was no functioning national infrastructure and human cannibalism was being routinely practiced.

I spent a few months in Zambia in 1983. It was a real mess with Dr. Kenneth Kaunda as president for life. We looked south to Zimbabwe for a picture of what Africa could be like. Fast forward 25 years, and now Zambia is a guiding light compared to the chaos that is Zimbabwe.
