Given the state of affairs down there, that could've happened from one of a multitude of reasons. Whether or not the 'local gang' killed the guy, they obviously are guilty of something and don't like the Mexican government coming in to upset things and possibly fear the Mexican gov't making an arrest over trumped up charges just to ease US-Mexico relations.

Definitely a suicide. He was having some personal problems. I think they found a torn up suicide note in one of his desk drawers.
